In past reports, we have discussed Japan’s efforts to undertake a wholesale digital transformation, amid concerns that the country was still overly-reliant on analog, manual, and in-person processes.1 However, in a March 2024 keynote speech, Kazuo Ueda, Governor of the Bank of Japan (BOJ), warned that the current pace of innovation and digitalization poses risks to financial stability.2
