Pablo Hernández de Cos has been appointed as the next General Manager of the Bank for International Settlements (BIS), effective 1 July 2025, for a five-year term.
Formerly the Governor of the Bank of Spain, Hernández de Cos brings extensive international experience, including roles at the European Central Bank (ECB), Basel Committee on Banking Supervision (BCBS), and International Monetary Fund (IMF). He succeeds Agustín Carstens, who led the BIS through significant transformation, including the Innovation BIS 2025 strategy. The BIS Board praised Hernández de Cos as a leader of "remarkable calibre" and thanked Carstens for his impactful leadership and contributions.
Under Hernández de Cos' chairmanship, the BCBS emphasized the role of culture in the safety and soundness of banks. Earlier this year, for instance, the BCBS updated its "Core Principles for Effective Banking Supervision" to feature a more direct focus on the supervision of governance and culture. "Reflecting evolving risks and broader medium- and long-term trends, it is critical that banks institute a sound risk culture, maintain strong risk management practices and adopt and implement sustainable business models," the Core Principles read.
