In a speech last week, Andrea Enria, Chair of the Supervisory Board of the European Central Bank (ECB), called for an end to the debate between industry and regulators on whether we need higher or lower capital requirements. 

"[B]oth the industry and supervisors need to move on from the capital calibration discussion," he said. "Instead, as the turmoil episodes in March this year showed, supervisors need to focus more on the effectiveness of supervisory action. It is in the banks' own interest to engage with us in this debate."
