European Ombudsman Calls for Culture Change

In a recent opinion piece in the Financial Times, Emily O'Reilly, the European Ombudsman, called for new ethical rules and oversight mechanisms within European Union (EU) institutions to drive an improved culture, following the recent Qatargate scandal.

The corruption scandal was one in which Members of the European Parliament (MEPs) were alleged to have accepted cash in exchange for their support in improving Qatar's reputation in the lead-up to the 2022 World Cup, which it was hosting. In response to the scandal, the European Commission has proposed the creation of an "inter-institutional ethics body" to promote ethical standards and accountability. In its view, peer pressure may be a powerful tool for raising standards, and the hope is that this body will boost performance. Regular self-assessments, published by the ethics body, may help keep participants' feet to the fire.
