While regulatory agencies have long operated at arm's length from the executive branch, recent actions under President Trump's second term are challenging that tradition. The administration has embraced the "unitary executive" theory, Sanneh explains, asserting direct presidential control over all executive power. Treasury Secretary Scott Bessent has also emphasized the importance of aligning agency actions across the system, reflecting a more centralized approach.
