In December 2017, Governor-General Sir Peter Cosgrove formally established the Royal Commission by issuing a Letters Patent. This legal document appointed Kenneth Hayne, a former justice of the High Court of Australia, as the sole Commissioner and outlined the scope of the inquiry. Upon his appointment, Hayne moved aggressively, immediately sending written questions to financial institutions, trade groups, and regulators, scheduling a series of hearings, and asking for public input.
